For all Camp Staff Employees as well as CIT’s (Starting at age 14)

Let’s get started

  • You will need a credit card or a debit card works great.
  • The total cost for this process is $47.50
  • This breaks down as $8 for the PA State Police, $8 for Department of Human Services, and $27.50 for FBI fingerprinting.

Pennsylvania State Police (PASP)

  1.  You can click the link below to go to the website or type or copy and paste https://epatch.state.pa.us/Home.jsp  
   
  •  Hopefully you’re looking at a screen that has handcuffs and a computer on it.
   
  •  From here on we will be using numbered steps to guide us. When the number changes it should be a new page, Letters below numbers means its all on that same page.
  2.  Click the grey box that says “Submit a New Record Check”
  3.  Read the nice long legal “Terms and Conditions” and hit Accept
  4.  Enter personal info for who is making the check, not necessarily who the check is on.
  5.  Who is getting the background check?
    a. Type in the data they need and hit “enter this request” 
    b. Oh no the data’s gone! No its not. Notice the “one request pending” part?
    c.  Families - you can put in the next person needed checked now. just keep entering data and hitting the “enter this request” button.
    d.  When you are done entering everyone click the “finished button”
  6.  List all record checks they going to do and give you a total at $8 per person. Click “Submit.”
  7.   Pay with a credit/debit card. Click “next” when done.
  8.  Double check info and Click “Submit.”
  9.  Write down control number and save it
  10.  Should it log you out and say “session expired” click “check the status of a record check”
     a.  Type in control number and info
  11.  Once you have a result (hopefully a No Record) click the control number.
     a.  If the status is "Request Under Review" it will take from two to four weeks for the status to be updated to "No Record" or "Record".
       i.   "No Record" status should be printed out at your printer.
      ii.  "Record" status will be mailed to you.
      iii.  “Pending” means go eat a sandwich and come back later.
  12.  Click certification form.
  13.  Click the print button. might need to format it some on a case by case basis
  14.  Once printed, upload an image of the certificate into your Workbright staff paperwork page.

      Pennsylvania Department of Human Services or PDOHS.
        1.  Go to https://www.compass.state.pa.us/cwis/public/home 
        2. “Create new account.” Families will only need one account as you can submit multiple from one account.
        3.  Read that stuff. Click “Next.”
        4. Come up with a username and security questions click “Finished.”
        5. Check your email. Your temporary password is in the second one they send you. Copy it.
        6. In the first email click “Child Welfare Portal” link.
        7.  A new window will open click “Log In” then click “Access My Clearances.”
        8.  Read the legal stuff click “Continue.”
        9.  Enter your username and paste the password they sent you then click “Log In.”
        10.  Change your password to something less complex (still needs a lot of stuff) hit submit.
        11. The window will refresh and take you back to the log in. 
           a. Log in with your new password.
        12.  Read the terms and conditions, click the “I have read" bubble and then “Next.”
        13.  Read stuff again. click “Continue.”
        14  Click "Create Clearance Application."
        15.  Read more stuff. click “Begin.”
        16.  Select the following from all the options:
           a.

        "Individual 14 years of age or older who is applying for or holding a paid position as an employee with a program, activity or service, as a person responsible for the child's welfare or having direct contact with children: Applying as an employee who is responsible for the child's welfare or having direct contact (providing care, supervision, guidance or control to children or having routine interaction with children) in any of the following in which children participate and which is sponsored by a school or a public or private organization:
               i.  A youth camp or program;
              ii.  A recreational camp or program;
             iii.  A sports or athletic program;
             iv.  A community or social outreach program;
              v.  An enrichment or educational program; and
             vi.  A troop, club or similar organization"
        17.  Fill out the info they need. Hit “Next.”
        18.  Fill out the address part you will select if you want a copy mailed to you as well.
        19.  Enter all previous addresses since 1975 (college kids and military families good luck!)
        20. Enter all household members since 1975 (Always put your parents in, you can leave their age blank if they are deceased). 
        21.  Double check your work click “Next.”
        22.  Check the box and “Sign” it, click “Next”
        23.  No payment code is being given out. Hit “No” then make a payment
        24.  Enter your payment information. 
        25.  Hit “Finalize” and submit the application.
        26.  You will receive an email when the application clears.
        27.   Follow the links in the email (probably logging in again) and click “Your Application has Been Processed”
        28.  This will open a download window. save it and open it.
        29.  Print a copy of the results and upload an image of the certificate into your Workbright staff paperwork page.
             

      The FBI This is a two part process

      Part 1: Registration and Payment

        1.  Go to https://www.pa.cogentid.com/index_dpwNew.htm
        2. Click “Register Online” (right column second row down under Registration.
        3. Fill out yellow boxes on the form
          a. Ignore the… 
              i. Box about fingerprint card - unless you are not a Pennsylvania resident.
             ii.  Agency id, address - leave blank
          b. Select “employment with significant likelihood of regular contact with children box.
       
          c. When finished hit “Next.”
       
          d.   Verify the information you entered then hit “Next.  
          e.  Important Note – When you register on-line, you are going to enter your address.  This address is used to not only assist in the search of a criminal record but is also used to mail the results letter.  Be sure to enter an address where you can receive your results letter.        
       
        4. Tell them how you will be paying and hit “Pay.”
       
        5. Print the receipt. Do not discard this. You will need it for Part 2
       


      Part 2: Electronic Fingerprinting

        1.  Go to https://www.pa.cogentid.com/index_dpwNew.htm
        2. Under Print Site Locations click the “Print Locations & Hours” link.
        3. You will see a map of Pennsylvania. If you are not Pennsylvania resident see below.  
          a. Click on the county closest to you 
          b. This will take you to a list of all of the approved electronic fingerprinting locations within the county.
          c. Click a location close to you and check their information for fingerprinting hours and other special instructions
        4.  Go to your selected fingerprint location. You will need to bring with you:
          a.  The receipt from Part 1.
          b.   Your driver's license (picture ID).
          c.  If you are under 18, bring your school ID. 
          d.   Your Social Security card and/or your birth certificate.
        5. The person there will help you get fingerprinted. The actual fingerprinting process is digital now, so enjoy not having ink on your hands.
        6.  Expect a response by mail in 10-15 business days.
        7. When you receive your results, upload an image of the certificate into your Workbright staff paperwork page.


      If you are not a PA Resident:

      Fingerprint cards are the only option for out-of-state applicants or optional for applicants who are unable to be printed electronically at a Livescan system within Pennsylvania.

      Here are the steps to take to complete the process:

      1. Find someone (local police jurisdiction or State Police) who is able to take ink-based fingerprints and place them on FBI fingerprint cards. 
        1. If you need fingerprint cards, you can download them from the FBI’s website at http://www.fbi.gov/about-us/cjis/background-checks/standard-fingerprint-form-fd-258.   
        2. Important Note - The FBI needs two separate sets of ink print cards submitted before they will do a name search.  So, if there are any issues with having difficulty obtaining clear prints (medical condition that doesn’t allow you to fully open your hands, worn fingerprints, etc.) you might be required to submit a second set of fingerprints.  This isn’t always necessary, but if the first set isn’t clear and the FBI rejects them this will add a significant delay if you did not get two sets completed initially.  Please be sure to get two done, send them both and the second set will be held to see if the FBI rejects the first set.
        3.  
        4. Complete Part 1 above if you have not already and print your receipt.
        5. Mail in the completed cards, a copy of the registration receipt and a money order (if applicable) to
